申请人背景: 张微，女，1980年12月16日出生，辽宁抚顺人，大连理工大学计算机与信息管理专业，二年大专毕业(1999年9月到2001年7月)，第一次通过辽宁某中介机构办理留学，结果被拒签。第二次在五湖中视办理获得签证。

第一次面谈经过(2002年7月18日)

问：选择中文还是英文?

答：中文

问：你母亲做什么工作?

答：自己经营药店

问：年收入多少?

答：年收入大概有11万左右。

问：你父亲什么工作?

答：抚顺市富华卫生用品厂技术员

问：年收入多少?

答：年收入为12万

问：为什么证明上面只有2万?

答：Sorry，我说错了，因为太紧张。

问：你知道你去英国留学需要多少钱吗?

答：60万

问：你准备了多少钱?

答：60万。

问：你妈妈的在职收入证明是自己签名盖章的吗?

答：不是。

问：那是谁签字盖章的?

答：(无语)

问：你妈妈是经理吗?

答：是

问：到底是不是你妈妈签字盖章的?

答：是。

问：你为什么要去英国留学?

答：因为英国的学历受世界上普遍承认，而且文凭含金量高、学制短。

问：为什么去英国选择这个专业?

问：回国后有什么打算?

答：做一名IT产业人员。

问：有没有95年开药房时的营业执照?

答：我没带来。如果因为这个被拒签，我希望你们能等我，因为我可以找到。

2002年7月18日第一次拒签信内容：

You have applied for an entry clearance or a Certificate of Entitlement to the Right of Abode to the United Kingdom as a student for 3.5 years.

However, I am not satisfied , on the balance of probabilities, that you meet the requirements of paragraph57, in particular:

You are able to follow the course

You are able to meet the costs of the course and maintain and accommodate yourself without

recourse to employment or public funds.

Because

You propose to undertake a course at the higher educational level that will require you to be

Proficient in English but you have been unable to conduct a visa interview in English. You have

provided no evidence of your current linguistic ability. You plan to undertake only 6 months

preliminary language training before your course and I am not satisfied , on the balance of

probabilities, that you are able and intend to follow the course.

The course you propose to study is widely available in China, leads to the same qualification at a

significantly cheaper cost and you cannot satisfactorily explain why you do not undertake the

course here.

I am not satisfied that your parent’s income are as claimed. The cost of your tuition,

maintenance and accommodation is to be borne by your parents. Funding your education will impose an additional financial burden upon them and I am not satisfied that this increased

financial outlay is commensurate with their current economic circumstances and that such funds

will actually be available to you in the United Kingdom. Therefore I am not satisfied, on the balance of probabilities, that you are able to meet the cost of the course and maintain and accommodate yourself without recourse to employment or public funds.

I therefore refuse your application.

答：还没出来，估计能达到5~5。5分
